To unlock this character, you need to enter the right combination in the cheats menu: B→R→G→G→Y→Y→Y→G. You have to press these frets in order on the cheat screen.

It is possible that she was intended to be Shirley Crowley in the beta testing of Guitar Hero World Tour (due to the fact that she is identical, but with different hairstyles), but she was left in the game as an unlockable character.
